Mobile Baykeeper Comments on Proposed Roll-on Roll-off Berth and Terminal Dock Structure on Mobile River

Today we submitted comments on behalf of our board, officers, staff and more than 4,500 members regarding the proposed request to construct a roll-on roll-off berth and terminal dock on Mobile River.

Mobile Baykeeper is pleased to see an improved proposal from the original application to fill in 48.4 acres of wetlands in the Deer River Watershed (Theodore Industrial Canal). This proposed project will not fill any wetlands, which is a major improvement. That being said, the current application still proposes to fill 9.25 acres of waterbottoms, dredge 34,800 cubic yards, and install more bulkheads on Mobile River. The proposed fill of waterbottoms would take place in a ship berthing area on the north side of Mcduffie Island.

Given the large area being filled and/or dredged for this proposed project, we suggest two main things to improve the proposal:

·       Require mitigation in the same area to account for unavoidable impacts to waterways and do so in the same area (i.e. same 12 digit sub-watershed) so that mitigation is directly tied to the impacts that will occur;

·       Develop and implement a comprehensive plan to reduce impacts to Mobile River including: preventing runoff, measures to protect water quality, and frequent monitoring during proposed project activities.
